Answer

Is a harassment policy enough to meet the preventive duty?

Checked 18 October 2026.

No. The duty is to take reasonable steps now and all reasonable steps from 30 October 2026, so a written policy is one step among several. The EHRC checklist also points to risk assessment, training, a way to report concerns, a response plan for customer harassment, and regular review of what you have done.
